The Statewide Approach to Resilience

Pennsylvania follows an all-hazards, whole-community approach aligned with FEMA and state mitigation strategies.

There is a renewed emphasis on planning for disasters before they occur, complementing effective response and recovery efforts. As a result, hazard mitigation planning has become a central pillar of modern emergency management and community resilience. Through sustained action to reduce or eliminate long-term risks to human life, property, and communities and to protect the places people call home, hazard mitigation strengthens a community's ability to withstand, adapt to, and recover from hazards. This approach shifts emergency management from a reactive posture to a proactive and resilient strategy. Data and decision-support tools play a critical role in this transformation. Reliable, accessible data help identify where hazards exist, who and what is at risk, and how risks change over time. Mapping tools, models, and analytics allow planners, emergency managers, and community leaders to visualize risk, evaluate options, prioritize investments, and track progress. By anticipating the nature and extent of hazards, and understanding their local impacts through data driven tools, risks can be addressed systematically and strategically. This forward looking, resilience based approach has already proven its value: lives and property have been preserved, losses reduced, and communities better prepared to face future hazards.
